But is there really no escape from the ‘low equilibrium trap’ (Bruszt, 2008), in which accession countries seem to be caught? 7 Political and economic liberalization should not only foster the modernization of societies (Mayntz, 1993). With its enlargement policies, the EU has sought to influence both the willingness and the capacity of candidate countries to adopt and adapt to the acquis communautaire. Thus, the Europeanization of domestic policies and institutions may help to overcome some of the problems created by the weak governance capacities of accession countries.
Yet, the conditions for the emergence of new modes of governance remain unfavorable, particularly in case of Greece, where the likelihood for state capture would appear to be high. The overall weakness of both state and society results in a serious governance dilemma for accession countries. On the one hand, state actors often lack the capacity to adopt and adapt effectively to the EU acquis communautaire. As a result, they should have an incentive to seek cooperation with nonstate actors in order to share and shift the burden of implementation.
